Debian: add a workaround for buggy cdbs/0.4.150

dh_systemd_enable called BEFORE dh_install, which installs file(s)
(tarantool.service), required for dh_systemd_enable. A quick workaround
is to symlink tarantool.service into debian/ directory.

Issue appeared only in cdbs comming with Debian 9.
