Closes #664

feat: support ALTER SYSTEM. It allows to change whitelisted properties from _pico_property table. Currently, changes affect all tiers. Specifying tier will result in an error.

- update sbroad submodule to commit with
new normalization rules
- update integration tests

Previously, we retrieved the row count using rows.len(), where rows was an
iterator that returned the remaining number of rows instead of the
total number of rows sent.
