picodata: vendor the cracklib dependency

This is needed for picodata/picodata/picodata!623 because it significantly simplifies build.rs and uses the already established pattern of building third-party c libraries which don't have a CMake configuration

Fixed the NO_* stuff. The formatting "errors" do not apply in this case I think, because it's stupid to reformat the third-party code.
