Create /usr/lib*/tarantool and /usr/share/tarantool from tarantool package

* Use DEB_CMAKE_EXTRA_ARGS instead of DEB_CMAKE_NORMAL_ARGS
* Fix double invocation of cmake . during building package
* Fix multilib on old version of cmake (Ubuntu precise)
* Fix man page generation

Use instance.available only with systemd if sysvinit is not enabled.
Otherwise (sysvinit or mixed configuration) continue to use
instance.enabled.

* Exclude web-sites and compiled JS files
* Exclude debian/ rpm/ FreeBSD/ directories
* Exclude CI files
* Exclude CVS files
* Exclude *.pyc

* Never ever ever raise "tuple is not array" from CALL
* Support ALL use-cases from #291 (Seriously!)
* Add test cases for #1167
* Remove buggy luaL_isarray()
* Extract tuple_to_mpstream()
* Optimize luamp_encode_tuple() to use tuple_to_mpstream()
* Other performance optimizations

This code shouldn't introduce perfomance regression because
it still does the same number of operations for all use cases.

This refactoring is needed for #1167
