fix: UNBOUNDED boundaries in window frames

Cherry-pick of 287fa17b7 from sqlite

Prevent "UNBOUNDED FOLLOWING" from being used as the starting
boundary of a window-frame. And "UNBOUNDED PRECEDING" from being
used as the ending boundary.
