test: add rule to ignore Makefile

This patch adds a rule to ignore the Makefile on the path test/*/*/. NO_DOC=No need, changes in .gitignore NO_TEST=No need, changes in .gitignore NO_CHANGELOG=No need, changes in .gitignore
