Migrate to tarantool 2.10

    We already have Tarantool fork https://git.picodata.io/picodata/tarantool. But Picodata still uses Tarantool 2.8.3 with some patches applied at compile time. Let's migrate it to use the fork.

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
