feature: support replicaset_id

- Choose it in the topology module if it's not provided in a
  `JoinRequest`.
- Persist in `raft_group` space.
- Respond with an error if `JoinRequest` contains different
  `replicaset_id`.
- In `JoinResponse` it's transferred automatically.
