remove protocol from sbroad

Protocol has been moved to a separate repository, so there is no need to store it here anymore.

Closes picodata/picodata/pgproto#3

• [no code] New code is covered by unit and integration tests.
• Related issues would be automatically closed with gitlab's closing pattern.
• [no code] Public modules are documented (check the rendered version with cargo doc --open).
