pgproto module

Summary

This merge request brings pgproto (including all the commits from the original repo) to picodata and makes it a picodata module. Commit feat: support tls and all the previous commits have already been reviewed and merged to pgproto. The remove ... commits perform simple cleanups, so the only commit that needs to be reviewed is feat: make pgproto a picodata module.
