feat: support PG-like parameters

Summary

• feat: support PG-like parameters

• update sbroad submodule to commit supporting new parameters syntax
• add integration tests

Example usage:

pico.sql([redacted], {1, 2})

• chore: enable mac build, use static_build there

depends on sbroad!377 (merged)
