cli command to reconfigure plugin services configs

Summary

Adds a new CLI command (picodata plugin) with additional new subcommand (picodata plugin configure) that updates plugin's services configurations.

Also, this merge request fixes errors in the log when trying to change the configuration on a disabled plugin service, which are successfully applied.
