Freeze rust version to 1.71 (same as Picodata has)

At the moment picodata requires rust 1.71 while sbroad doesn't declare any limitations for rust minimal version (though it is tested on 1.66 in CI). We need to upgrade the code style to 1.71 to fully support picodata.
