Mandatory replicaset-id

Replication factor, that was itroduced in !109 (merged), is still missing --init-replication-factor command-line argument support. Also, it's useless without --failover-domain (see #67 (closed)). In order to speed up the development, in v0.1 we (@rosik @sv) decided to be satisfied with a mandatory command-line argument --replicaset-id.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
