Allow local transactions bypass qsync limbo

Picodata uses Tarantool for two purposes:

• a persistent Raft storage
• Raft state machine

All transactions related to Raft operate on local Tarantool spaces, and we expect it's always available. And here is the case which makes local storage availability a serious problem:

DoD:

• There should be a way to bypass qsync limbo either manually or automatically.
