Set admin password on cluster bootstrap via PICODATA_ADMIN_PASSWORD env var

Without password admin cant be used in picodata connect/psql. Which is painful because you cant connect with admin remotely. For picodata admin you have to login to the host first. And picodata admin is not as feature reach as psql
