Support if_not_exists in install_plugin

We shall receive if_not_exists as an optional argument and we shall return success if we try to install plugin that already exists on cluster. But the check for existence must consider version match as well

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
