test: generate new minor version for picodata version compatability tests
As you can see in the tests:
We hardcoded the picodata version for instance, tests are not gonna work after a new tag released (because PICODATA_VERSION is being updated after new tag) We need a function that will give us one minor higher or one minor lower version.
