Picodata follow-up

Now plugins can only work with the version of picodata that matches the version of the picoplugin crate used to create the plugin. If these versions do not match, an error will be reported when trying to load the plugin. This check can be disabled using PICODATA_UNSAFE_DISABLE_PLUGIN_COMPATIBILITY_CHECK env, but doing so can cause serious issues unless you are fully aware of what you are doing
