fix(discovery): prevent instances with can_vote=false from becoming a leader · e9fd5c52

Key changes in the discovery algorithm:
1) discovery RPC now includes:
   - `can_vote` flag from the config
   - `votable_peers` map of known peers with `can_vote = true`
2) leader is selected from `votable_peers` now
